The Model has been developed in the framework of a joint UNDP/ILO/SES Project "Social Inclusion of People with Disabilities trough Access to Employment" (SID Project).

The testing will be conducted within 4 months in pilot regions: Kyiv, including Darnytsya, Svyatoshyn and Obolon districts; as well as in Chernihiv region, including Chernihiv city, Nizhyn town and Nizhyn disatrict. Soon Boryspil and Kyivo-Svyatoshyn disatricts of Kyiv region will join the draft Model testing.

By applying to pilot employment centers, people with disabilities and employers will be able to verify in practice the new technology of the job placement of clients with disabilities.

On this stage several components of the new Model will be testing, in particular the methodology of provision of services to people with disabilities by state employment centers, as well as the mechanism of interaction in the job placement process between employment centers and partner organizations: Departments of Labor and Social Security, vocational rehabilitation centers, divisions of the Fund for Social Protection of Disabled Persons, medical and social expert commissions, NGOs of people with disabilities. Cooperation with trade unions is envisaged.

More attention will be paid to interaction between employment centers and employers during the job placement of clients with disabilities, the selection of appropriate work, the adaptation of the workplace and working functions to the needs and opportunities of a particular person. Individual approach is a special feature of the new methodology for the employment service to provide services to clients with disabilities; it will be ensured through client's needs assessment and managing his/her case by separate specially trained specialist.

The testing aims to verify appropriateness of the innovations. In the case the effectiveness of the model will be confirmed, the methodology of provision of services to people with disabilities by state employment centers, and the mechanism of interaction in the job placement process would be recommended for their further implementation all around Ukraine.

The new Model aims to ensure realization of the right to employment of people with disabilities through strengthening of institutional capacities of organizations involved in the job placement and employment. Application of the new Model, in case of its adoption, generally will take at least 5 years and require changes to current legislation.
