On October 14, UNHCR Regional Representative in Belarus, Moldova and Ukraine Mr. Oldrich Andrysek and the Head of Zakarpattya Regional State Administration Mr. Vasyl Hubal have signed Memorandum of Cooperation. Within the framework of cooperation the UNHCR’s program for provision of financial assistance to the most vulnerable internally displaced persons (IDPs) will be implemented in Zakarpattya region. 

On October 14, UNHCR Regional Representative in Belarus, Moldova and Ukraine Mr. Oldrich Andrysek and the Head of Zakarpattya Regional State Administration Mr. Vasyl Hubal have signed Memorandum of Cooperation. Within the framework of cooperation the UNHCR’s program for provision of financial assistance to the most vulnerable internally displaced persons (IDPs) will be implemented in Zakarpattya region. It is about 160 IDP families who now live in Zakarpattya region will receive from 3 500 to 7 000 UAH from the UN Refugee Agency in Ukraine.

«Zakarpattya is one of the prioritized regions for UNHCR’s attention because it locates at the crossroads of migration streams. We have received assistance inquiry from the local administration since Zakarpattya accounts nearly 2 000 displaced persons from Crimea and East of Ukraine, and there are many individuals with special needs among them. UNHCR has put a lot of efforts into providing assistance to the most vulnerable categories of IDPs. We are expecting local administration to provide us with the final list of such people, but we already know it will account more than 400 persons», - explained UNHCR Regional Representative in Belarus, Moldova and Ukraine Mr. Oldrich Andrysek.

Zakarpattya is now fifth region where this project of cash assistance to most vulnerable IDPs will be implemented in Ukraine. Among them are low-income families; families with many children; families that include persons with special needs, single parents; families with no permanent income and reside in province towns and rural areas; families that include one or more persons with serious disease. This year UNHCR has already dispatched 2.5 mln UAH for similar project to be implemented in Kyiv, Lviv, Vinnytsia regions. In future, financial assistance to IDPs is planned to be rendered in other regions of Ukraine as well.

Last Friday this UNHCR program of cash assistance for IDPs was announced in Luhansk region. It is now also discussed with governorship of Donetsk, Dnipropetrovsk, Kharkiv and Zaporizhzhya regions.
