JOB TITLE: LEGAL NATIONAL CONSULTANT

Duration: 150 days, during a 11 months period (until December 15 2018)

General Description of task(s) and objectives to be achieved

Under the overall supervision of the Assistant Director General / Regional Representative in the Regional Office for Europe and Central Asia (REU) and the Senior Fisheries Officer, and under the direct supervision of the Food and Safety Officer at HQs and the legal officer, and in close cooperation with the national contact point and staff working on legal issues under other SPS related cooperation projects in Ukraine and the day to day supervision of the Programme Coordinator in Ukraine, and in close liaison with FAO Ukraine, the incumbent will carry out the following tasks:

  1. Assessment of the level of harmonization of the new Ukrainian regulation with EU in terms of fish safety and quality.
  2. Support for the harmonization of the Ukrainian food safety legislation for fish and fishery products and recommendations.

Especial attention will be given to regulations related to the use of veterinary drugs, residues and testing requirements and protocols including aquaculture products such as sturgeon caviar.

Minimum Requirements

  • University degree in law
  • At least 5 years of relevant experience in fisheries and SPS related issues
  • Knowledge aquaculture and fisheries production systems
  • Working experience with FAO on legal fisheries issues in Ukraine will be an assest
  • Good command of the English and Russian language.

JOB TITLE: NATIONAL COORDINATOR

General Description of task(s) and objectives to be achieved

Under the overall supervision of the Assistant Director General / Regional Representative in the Regional Office for Europe and Central Asia (REU) and the Senior Fisheries Officer, and under the direct supervision of the Food and Safety Officer at HQs and the day to day supervision of the Programme Coordinator in Ukraine, and in close liaison with FAO Ukraine, the incumbent will carry out the following tasks:

  1. Coordinate the activities that will be undertaken during the project implementation;
  2. Liaise with the relevant competent authorities for organization of the trainings and to facilitate the communication among technical experts (consultants and experts) and the different Ukrainian institutions; and
  3. Coordinate with other institutions that are currently implementing food safety projects in the region to join efforts and avoid duplication.

Minimum Requirements

  • University degree in bussines administration of related field
  • At least 3 years of relevant experience in project coordination
  • Knowledge on the status of the Fisheries sector and Institutional Fisheries reform in Ukraine
  • Good command of the English and Russian language.
  • Working experience with FAO on Fisheries in Europe and Central Asia region will be an asset

JOB TITLE: NATIONAL CONSULTANT AQUACULTURE

Location: Kiev, Ukraine
Expected Start Date of Assignment: January 15 2018
Duration: 35 days during a period of 6 months (until June 15 2018)

General Description of task(s) and objectives to be achieved

Under the overall supervision of the Assistant Director General / Regional Representative in the Regional Office for Europe and Central Asia (REU) and the Senior Fisheries Officer, and under the direct supervision of the Food and Safety Officer at HQs and the day to day supervision of the Programme Coordinator in Ukraine, and in close liaison with FAO Ukraine, the incumbent will carry out the following tasks:

  1. Support the international consultant to carry out a food safety and aquatic animal health assessment in the aquaculture sector;
  2. Support the international consultant for the development of a project proposal if gaps are identified;
  3. Prepare the training material for the HACCP training for fish farmers; and
  4. Deliver lectures during the training and provide recommendations.

Minimum Requirements

  • University degree in food safety, biological/aquatic animal sciences, veterinary medicine or related field
  • At least 5 years of relevant experience in aquaculture and some notions of HACCP
  • Knowledge aquaculture production systems
  • Good command of the English and Russian language.
