The Project which was implemented by the ILO under the donorship of German government in 2006-2009 focused on the following areas: promoting the labour law reform (namely preparation of the draft Labour Code and Social Dialogue Law) compliant to the EU and international standards and assisting in establishment of effective institutional framework for social dialogue.

The Project which was implemented by the ILO under the donorship of German government in 2006-2009 focused on the following areas:

  • Promoting the labour law reform (namely preparation of the draft Labour Code and Social Dialogue Law) compliant to the EU and international standards;
  • Assisting in establishment of effective institutional framework for social dialogue.
The participants of the workshop representing the Ukrainian government, the organizations of employers and trade unions as well as the best minds of academia, international organizations, Embassies of Germany, the United States of America, and France, discussed the main results based on the findings of an independent evaluation.
The discussion stressed the following key achievements of the Project:
  • the development of the draft Labour Code and the draft Social Dialogue law with full involvement of the government and social partners which was key to a smooth passing of the both drafts in the first Parliamentary reading (more than 300 votes/each);
  • the ILO comments prepared on both legal texts served as reference to the Ukrainian drafters to find numerous compromises and improve overall quality of both drafts;
  • the institutional capacity of the National Tripartite Social and Economic Council which was established in 2006 has been promoted and its Secretariat significantly strengthened;
  • the Project introduced Ukrainian stakeholders to a variety of best practices of social dialogue and labour law. A range of important publications on social dialogue and labour law reform was produced;
  • the Project's integrated approach multiplied the effects of international cooperation and created needed synergy while attracting additional financial resources and pro bono services from business companies and local institutions;
  • good practices developed within the Project may be replicated in the similar projects worldwide.
The ILO expertise in the area of labour law reform and strengthening of social dialogue was highly appreciated by the Ukrainian tripartite constituents. The Social Dialogue Project has laid solid foundations which will be further consolidated through the ILO technical assistance mechanisms in the years to come.
