GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED

Under the overall supervision of Programme Officer/Budget Holder, under the direct supervision of Programme Coordinator and in close coordination with the Food Security and Livelihoods Cluster, the Field Office Coordinator will be responsible for leading the implementation and development of FAO programme/projects in the Eastern region of Ukraine, coordination of the field office in Kramatorsk, compilation of information and reporting to the FAO office in Kiev.

Specifically, the Field Office Coordinator will carry out the following tasks:

  • Lead development, implementation and evaluation of projects focused on Eastern Ukraine; identify priorities, problems and issues to be addressed and propose corrective actions; identify and initiate follow-up actions;
  • Closely coordinate with the representatives of local authorities in Eastern Ukraine activities in relation to development and implementation of FAO projects;
  • Participate in the identification, formulation and preparation of project proposals;
  • Monitor and review the status of project activities implementation in the field and inform relevant colleagues on the status;
  • Make the necessary arrangements for field missions of the FAO management, donors and partners to the Eastern region;
  • Maintain information exchange and coordination with the relevant UN agencies, NGOs and other civil society institutions operating in the region;
  • Coordinate daily operations of the field office and ensure provision of adequate care and maintenance of the FAO operated vehicles and office equipment;
  • Collect, collate and compile information and data on damages, losses, needs and gaps in agriculture sector in the conflict-affected areas;
  • Review and check the data received from the field, local partners to ensure accuracy and submit it to the relevant partners or FAO colleagues;
  • Coordinate implementation of FAO projects with Food Security and Livelihoods Cluster and other relevant clusters representations in the Eastern Ukraine and provide necessary support;
  • Ensure sharing of expertise knowledge with Food Security and Livelihoods Cluster partners through chairing of Agriculture Working Group meetings;
  • Prepare various written outputs, including analytical reports on project performances, inputs to publications and studies;
  • Undertake any other relevant task as defined by the management.

Required Competencies

Academic Qualifications and Skills Required:

  • Advanced university degree in agriculture, economics, social sciences, business administration or relevant fields with minimum 5 years of experience in results-based project/programme planning, implementation, and monitoring systems
  • Familiarity with programming approaches and operation environment in the Eastern region of Ukraine
  • Demonstrated strong coordination and facilitation skills
  • The position requires a person who is self-starter, who can accomplish the tasks with little or no supervision
  • Working experience with UN and/or international organizations will be an asset
  • English language skills (oral and written; upper intermediate level) required as well as Russian and Ukrainian
  • Knowledge of United Nations policies and procedures is an advantage
  • Strong communication skills and strong spirit of teamwork
