1. Introduction The position is located in Kyiv, Ukraine, being part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 18 countries of Central and Eastern Europe (for more see www.ilo.org/budapest). ILO Kyiv currently handles the largest country portfolio in the region ranging from employment creation to social protection and occupational safety and health. The latest addition to this portfolio is a new project on wage policies in Ukraine dealing with wage arrears, minimum wage fixing, and equal pay. The main aim of the two-year project is to find with the Ukrainian government, employers, and trade unions solutions for the abovementioned wage issues which will help Ukraine to better comply with the relevant International Labour Standards. In order to implement this important project the ILO is looking for an experienced and highly motivated National Project Coordinator. The duration of the project is 24 months from 1 January 2019 until 31 December 2020.

2. Reporting lines: The position reports to the Conditions of Work and Gender Equality Specialist based in Budapest and will work in close coordination with the ILO’s National Coordinator in Kyiv. The incumbent will receive guidance and technical advice from the relevant specialists in the DWT/CO-Budapest, the National Coordinator of the ILO in Ukraine, as well as the concerned Departments in Geneva.

3. Main duties and responsibilities:

General duties: - Coordinate the day-to-day implementation and administration of project activities in conformity with project objectives and in close collaboration and coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia (Geneva), the NORMES and WORKQUALITY Departments, the ILO National Coordinator in Kyiv, project partners, international and national experts and ILO constituents in Ukraine. - Identify difficulties or any change or development in the country that may be relevant for the project and take appropriate measures in consultation with the team to ensure timely fulfilment of all obligations and timely delivery of the project outputs. - Ensure administrative tasks related to the project are conducted according to ILO’s rules and procedures (for meetings, purchase of goods and services, hiring collaborators, etc. - Ensure proper consultation and participation of ILO constituents and other project partners at the country level during the project implementation phases. In particular, ensure that gender issues be explicitly addressed and mainstreamed throughout the project activities and any outputs including final reports or events. - Contribute to the implementation of Decent Work Country Programme for Ukraine with respect to the issues related to employment and labour market issues. Ensure interproject exchange of information with the aim of complementarity and synergy effects among different DC projects of the ILO in Ukraine. - Monitor progress (updating of Monitoring & Evaluation plan), assist in programming and budgeting and provide translation and interpretation, when required, for the Technical Backstopping Officer and/or the experts on mission during meetings and consultations.

Specific duties: - Draft the project work plan according to the project objectives as indicated in the project document, and update as necessary. - Draft periodic progress reports and the final project report for the DWT/CO-Budapest. - Prepare financial requests to Budapest and UN Financial Unit. - Coordinate the processes related to the planned outputs of the project, in particular, related to: - tripartite consultation on policy options of how to safeguard the workers from temporal income losses caused by wage arrears on the matter while taking into consideration the recommendations provided by ILO; - tripartite consultation on application of minimum wage in compliance with ILO Convention 131 reviewed by the Ukrainian tripartite constituents; - tripartite dialogue on legislative amendments on wages including wage arrears, minimum wages and equal pay and non-discrimination. - Assist the partner institutions in delivering relevant activities; facilitate the collection of information for monitoring progress; document good practices and other salient elements of the implementation process. - Prepare the public events for wider dissemination of the project results to the public. - Draft the news items, press releases of the project deliveries. - Support the application of gender-transformative approaches throughout the implementation process. - Support advocacy and capacity-building activities for the ILO’s tripartite constituents and other partners of the project. - Collaborate with other relevant UN entities, under the UN-Ukraine Partnership Framework and beyond, international and European agencies, including UNDP, UN WOMEN, the World Bank, the European Commission and others. - Participate in relevant meetings and consultations, as required. - Ensure the quality of documents, including editing and translation. - Organize publication and dissemination of project outputs. - Perform any other duties as may be assigned by the Conditions of Work and Gender Equality Specialist and the DWT/CO Director.

4. Qualifications requirements:

Education – First level university degree in economics, social sciences or relevant subject areas. Other degrees but with relevant specialisation in labour, industrial, and employment issues would be an advantage.

Experience – At least two years of professional experience at the national level in the different aspects of the project cycle management with sound knowledge of monitoring and evaluation techniques. Professional experience in international projects and technical expertise in the fields of employment and labour market policies, public employment services, industrial relations, social dialogue, and labour law would be an advantage. Prior engagements with UN and ILO projects would be given special consideration.

Languages – Excellent knowledge of Ukrainian and English, both oral and written with a good command of Russian.

Competencies:

Knowledge of programme and budget, project administration and monitoring & evaluation concepts and procedures and ability to apply results-based management. Ability to interpret project information and to identify and analyse problems with implementation. Good drafting skills. Training and workshop facilitation skills and experience. Ability to communicate effectively both orally and in writing. Ability to clarify information. Ability to engage with ILO’s constituents with tact and diplomacy. Knowledge of the role and operations of the ILO and the UN system. Technical knowledge of employment and skills policies; ability to manage projects as well as to coordinate activities among projects; Excellent computer skills. Ability to use analytical tools and qualitative and quantitative techniques. Knowledge of the office’s financial rules and regulations would be an advantage. Behavioural competencies - The ability to work in a multicultural environment and gendersensitive behaviour and attitudes are required. Excellent trouble-shooting and problem solving skills; ability to plan and organize own work, work in a team and supervise collaborators and to provide guidance and explanations to other staff members; ability to negotiate and excellent communication skills.
